Salary: Based on experience and qualifications.
Qualifications:
- Master’s Degree preferred.
- Demonstrates experience and working knowledge of all aspects of Adult Education.
- Excellent organizational, communication, and financial management skills.
- Experience with the Adult Education Data Management System and the West Virginia Education Information System preferred.
- Must be able to travel within the state or out-of-state as needed.

POSITION: Regional Adult Education Coordinator
REPORTS TO: MSESC Executive Director

QUALIFICATIONS:
- Master’s Degree preferred.
- A minimum of five years’ experience in Adult Basic Education or leadership/principal certification
- Demonstrates experience and working knowledge of all aspects of Adult Education.
- Excellent organizational, communication, management skills, and financial grant management.
- Experience with the Adult Education Data Management System and the West Virginia Education Information System preferred.
- Must be able to travel within the state or out-of-state as needed.
EXPECTATIONS:
- The regional coordinator works effectively as a member of an education team (local, regional, statewide).
- The regional coordinator exhibits an attitude of mutual respect.

- The regional coordinator works effectively with partner agencies such as County CTE Directors, businesses, media groups, and other local, regional, state programs.
- The regional coordinator serves as the liaison for regional programs through regular communication with the Office of Adult Education and State staff.
- The regional coordinator has programmatic oversight of all Adult Education and SPOKES programs in their region regardless of fiscal agent.
RESPONSIBILITIES:
Technical Assistance
- Provide guidance in developing partnerships with other educational providers and community resources, conducting educational needs assessment of the community, effective student recruitment and retention strategies, preparing annual program application and budget, maintaining up-to-date technology equipment and inventories, utilizing the Adult Education data management system to meet state and federal requirements for all Adult Education staff and program Directors through continual communication and marketing.
- Performs other tasks as assigned by the Executive Director or Designee.
Educational Leadership and Training
- Facilitate and conduct regularly scheduled professional development sessions and monthly staff meetings for teachers and administrators receiving grants from the Office of Adult Education.
- Develop public awareness and provide leadership in the process of marketing Adult Education to the region.
- Maintain awareness in emerging trends in Adult Education via local, regional, state, and national conferences, meetings, webinars, etc.
- Facilitate the development and implementation of new initiatives to provide further opportunities for student achievement.
- Coordinate pre-service training, in collaboration with county or CBO administrators as needed, for new Adult Education or SPOKES positions to include a minimum of five days of in-person guidance during the first 30-days of employment.
- Provide guidance and leadership in resolving programmatic concerns which may arise between programs and partners.
- Employ and supervise all program staff for ESC funded Adult Education and SPOKES programs.
- Completion of annual classroom observations and evaluations by adhering to Policy 5310.
- Performs other tasks as assigned by the Executive Director or Designee.
Monitoring and Administration
- Conduct in-person quarterly programmatic oversight visits to all programs (full or part-time).
- Monitor instructor professional development hours to ensure licensure and in-service requirements are compliant per State policy.
- Assist with monthly Desktop Monitoring reports for each program to ensure accuracy and quality of student data within the data management system.
- Participate in the Self-Study, Data Quality Audit, and On-Site Monitoring process of Adult Education programs to meet federal requirements. Assist programs with technical assistance that may be required resulting from a Corrective Action Plan.
- Monitor reports for all programs to evaluate progress in meeting negotiated state and federal measures.
- Ensure technology usage in all programs by maintaining a regular replacement cycle of technology devices in classes with older devices placed into use for the technology loan program.
- Establish and maintain local collaboration with mandated partners which could include assisting with the development of Memorandums of Understanding (MOU), attending core partner meetings, serving on committees or Boards to further the awareness of Adult Education services.
- Oversight of all regional program grants issued by the Office of Adult Education to the ESC. This includes following ESC established financial protocols for expenditures of the grant including but not limited to approval of time sheets, purchase orders, and audit documentation.
- As an agent of the ESC, negotiate and maintain leases for program sites which may include but not limited to facilities, cleaning/maintenance services, and utilities on an annual basis. Communicate as needed with landlords regarding maintenance, oversight issues and renewals or termination of leases as required.
- Performs other tasks as assigned by the Executive Director or Designee.

This position is a will and pleasure employee of the Mountain State ESC. Continuation of the position is dependent upon funding, enrollment and program performance.
