4. Experience with the Adult Education Management Information System and the West Virginia Education Information System preferred.
5. Must be able to travel within the state or out-of-state as needed.

POSITION:

REPORTS TO:
MSESC Executive Director

5. The regional coordinator serves as the liaison for the Adult Education and SPOKES programs through regular communication with the Office of Adult Education and State Coordinators.
RESPONSIBILITIES:
Technical Assistance
1. Provide technical assistance to Adult Education and SPOKES programs in developing partners with other educational providers and community/regional resources.
2. Assist Adult Education programs in assessing the adult educational needs of the community and providing guidance in the development of effective student recruitment and retention strategies.
3. Provide guidance to Adult Education program administrators and Adult Education staff in the budgetary process, grant writing, goal-setting for adult education, use of the Adult Education Management Information System (AEMIS), National —-Reporting System (NRS) learning gains and federal core measures, the on-site evaluation process, and general administrative and teacher requirements.
4. Provide detailed technical support and troubleshooting assistance with AEMIS, AEMIS2, TABE Online
and educational technology.
5. Coordinate the maintenance and repair of general classroom equipment and specialized technology
equipment in the Adult Education and SPOKES classrooms.
6. Performs other tasks as assigned by the Executive Director/Designee.
Educational Leadership and Training
1. Facilitate and/or conduct regularly scheduled professional development sessions and staff meetings for teachers and/or administrators including Adult Education, SPOKES, ODTP, Option Pathways, and TASC Examiners.
2. Assist in planning the fall conference.
3. Develop public awareness of the need and availability of Adult Education services through communication and coordination with community-based organizations, businesses, governmental organizations, volunteer literacy programs, including Workforce Innovation & Opportunity Act (WIOA)-mandated partners and non-core partners.
4. Provide leadership and guidance in the process of marketing Adult Education to the community.
5. Attend and participate in local, regional, state, and/or national conferences, meetings, webinars, etc. related to adult education.
6. Facilitate the development and implementation of special projects and programs sponsored with partner/community agencies. (i.e., Career Pathways, College Prep, American Job Centers)
7. Employ, train, and supervise SPOKES substitute teachers; manage and process hourly timesheets.
8. Coordinate pre-service training, in collaboration with county administrators, for new Adult Education teachers; coordinate pre-service training for new Adult Education teachers, SPOKES teachers, Career Development Consultants and SPOKES Instructional Associates; communicate regularly with pre-service trainer(s) on the progress and follow-up of training activities; coordinate additional support for teachers through the regional mentor program utilizing peer mentors.
9. Supervise Adult Education and SPOKES teaching staff, including the Career Development Consultants; provide annual classroom observations and evaluations by adhering to Policy 5310.
10. Provide guidance and leadership in resolving issues in the SPOKES and Adult Education programs; maintain regular communication with DHHR supervisors, case managers, the SPOKES State Administrator and other involved agencies.
11. Performs other tasks as assigned by the Executive Director/Designee.
Monitoring and Administration
1. Conduct on-site visitations and guidance for on-site evaluation/preparation to full-time learning
centers, DHHR-funded programs, and part-time classes as scheduled.
2. Communicate with the Professional Development Coordinator and the Technology Coordinator in maintaining current information on Adult Education and SPOKES teachers, pre-service, and in-service credits/status in AEMIS.
3. Monitor AEMIS to ensure that student data is input on a weekly basis for Adult Education programs.
4. Monitor AEMIS reports for adult education programs to evaluate progress in meeting required enrollment and contact hours, Federal Functioning Levels, attendance, assessment measures, and achievements.
5. Respond to special requests from the WV Department of Education–Adult Education Office, related to surveys, questionnaires, quality data audits, data interpretation, reports, and detailed explanation of programs as required/assigned.
6. Monitor and maintain the requirements of mandated partnership Memorandums of Understanding (MOU); attend core partner meetings, regional partner meetings; serve on WorkForce Development Board of Directors.
7. Maintain retention and storage of regional Adult Education and SPOKES programs annual student files for a period of no less than three (3) program years.
8. Negotiate and maintain Adult Education and SPOKES leases for regional sites on an annual basis; communicate with landlords regarding maintenance and oversight issues; renew or terminate leases, as required.
9. Monitor iPad Labs and specialized technology for distribution to and collection from Adult Education and SPOKES classrooms; maintain security and inventories of equipment.
10. Negotiate and maintain contract for cleaning services for Adult Education and SPOKES programs on an annual basis; communicate with services director regarding issues; renew or terminate leases as required.
11. Negotiate and maintain arrangements for utilities and other services (i.e., water, internet, electric) for Adult Education and SPOKES programs on an annual basis; renew or terminate contracts as required.
12. Monitor the expenditures of the following grants:
a. Adult Education Coordination
b. Adult Education programs
c. SPOKES programs
d. AEMIS
e. TABE Online
f. Statewide technology purchases
g. Other grants from WVDE, as needed
13. Monitor and facilitate the purchase of general classroom supplies and equipment for the Adult Education and SPOKES programs.
14. Monitor and maintain the security of all Adult Education and SPOKES equipment including inventories at each regional site.
15. Provide supporting evidence and documentation for annual audit of the regional SPOKES grant through the fiscal agent.
16. Monitor TABE Online usage statewide and provide updates to WVDE staff on usage and licensing issues, as needed.
17. Special assignments and regional/state work may be required and assigned as needed.
18. Performs other tasks as assigned by the Executive Director/Designee.

This position is a will and pleasure employee of the Mountain State ESC. Continuation of the position is dependent upon funding, enrollment and program performance.
