Human Resources and Operations Manager

Qualifications
- Five years prior experience supporting executive level professionals, experience supporting HR executives or county Personnel directors preferred
- Ability to assist Executive Director with a high degree of professionalism, initiative, accuracy, discretion, and confidentiality
- Superior attention to detail and accuracy
- Advanced organizational skills used to control multiple projects including experience performing, logging, documenting, prioritizing, tracking, follow-up, and follow-through on projects
- Ability to independently make decisions and solve problems.
- Superior written, oral, and interpersonal communications skills
- High School diploma or Associates degree in business management, office management, communication, Human Resource administration, or other field relating to the position, or equivalent combination of education and experience
- Advanced software skills including Word, Excel, and PowerPoint required
- Prior experience with Accounts Payable/Receivable and/or coordinating a departmental budget preferred
- Reliable and punctual, exceptional attendance record
- Team oriented and highly motivated
- Ability to work any hours to accomplish job task when needed
Responsibilities
- Create job postings
- Facilitate all components of the hiring process including assisting with background checks, checking references, working with WVDE certification officials
- Onboard new employees
- Knowledge of state and federal hiring policies
- Screen Executive Director mail, emails, phone calls, and visitors, greet and escort guests of Executive Director, ensure meeting needs are met (meeting space, water, coffee, etc.)
- Manage the Executive Director calendar
- Communicate to needed individuals professionally
- Compose and type correspondence, prepare and edit presentations, reports, proposals, agendas, spreadsheets, and other documents
- Develop Governing Council agendas, meeting materials, notices, communications, and minutes
- Attend Governing Council meetings or as needed
- Coordinate travel and meeting arrangements for Executive Director, prepare expense reports, assist with coordinating airfare, transportation, hotel and other arrangements as needed. Complete reconciliation of travel receipts and P-card statement.
- Assist with venue, vendors, food and beverage, reservations, supplies, etc. as need for meetings and/or conferences
- Act as a representative of the Executive Director and the Human Resource Department of Mountain State ESC. Communicate with internal and external parties to provide assistance or direct them to the appropriate department to resolve questions or problems.
- Maintain confidentiality of privileged information including personal information, protect the privacy and security of business information, clients, customers, and co-workers.
- Maintain personnel files and review documents periodically
- Collaborate with finance department to facilitate payroll operations
- Effectively manage multiple priorities and meet deadlines while delivering quality results in a fast-paced environment
- Track employee attendance
- Manage and reconcile Executive Director’s P-card
- Coordinate office routines, schedules, office maintenance needs
- File and organize documents as received by Executive Director, HR, and other
- Provide superior customer service
- Other duties as assigned

TERMS OF EMPLOYMENT:
This position is a will and pleasure employee of the Mountain State ESC. Continuation of the position is dependent upon funding, enrollment and program performance.
