Full-time Federal Grant Accountant-220 Days

Position: Federal Grant Accountant-Logan County

Qualifications:
1. Bachelor’s Degree in Accounting, Finance, Business Administration, or related field
2.At least 2 years of general accounting experience or equivalent experience managing grants. This should include processing complex financial transactions, ensuring compliance with all federal, legal, or contractual requirements, recordkeeping, and preparation of monthly, quarterly, and/or annual reporting.
3. Knowledge of WVEIS, and WVDEGPS
4. Ability to use Chart of Accounts to properly code all budget line items
5. Effective oral/written communication skills required.

REPORTS TO:
MSESC Executive Director/Logan County Superintendent/County Treasurer

 RESPONSIBILITIES:

  1. Monitors and reconciles federal and state program applications for federal and state-sponsored grants to provide funding for District initiatives, programs, and projects (including but not limited to Title I, Title II, Title III, Title IV, McKinney-Vento, ESSERF)
  2. Assists with ensuring program compliance with all applicable federal and state policies, procedures, laws, and regulations.
  3. Establishes and manages Federal funding budgets. Coordinates the centralized accounting and financial reporting including preparing annual and project budgets, forecasting revenues, estimating any carry-over funds.
  4. Prepares purchase orders, reconciles budgets, amend financial reports and reports to ensure program compliance
  5. Assists with program audits and prepares and submits financial records/reports as required.
  6. Compiles data and prepares various statistical, administrative and professional reports as required by District, WVDE, USDOE, and other agencies.
  7. Monitors grant applications and reports, budget documents, meeting agendas, program evaluations, and other correspondence.
  8. Coordinates with district personnel at all levels to support proper and timely expenditure of grant funds in compliance with applicable guidelines and budget timelines.
  9. Attends professional development to ensure programs are up to date with Office of Management and Budget (OMB) circulars, if applicable.
  10. Informs District personnel of all policy and procedures concerning federal grants and funds.
  11. Maintains grant fiscal records and database.
  12. Reviews and approves journal entries, assigns account codes and monitors charges for reasonableness and compliance with district policies and procedures
    13. Performs other tasks as assigned by the MSESC Executive Director or Logan County Superintendent/County Treasurer.

TERMS OF EMPLOYMENT:
This position is a will and pleasure employee of the Mountain State ESC. Continuation of the position is dependent upon funding, enrollment and program performance.

SALARY:
Per current Mountain State Educational Services Cooperative Salary Schedule
